The instigator of wrongdoing is as guilty as the one who carries it out.

A Trumpeter in an army was captured by the enemy. He was ordered to be executed but pleaded that it was unjust to kill someone who carried no weapons and did not intend to fight. One of the enemy responded, “All the more reason for your execution, for while you do not fight, you incite others to engage in bloody battles. He who encourages a bad action is as culpable as the one who commits it.”
